Strong opposition to the conspiracy bill echoes around the Diet



 
On Feb. 2, members of a citizen's group, Anti-Protection of Confidential Information, called out for an action to appeal to the members of the Diet to abolish the current anti-terrorism and terrorism related bills (what is called Conspiracy Bills ) in front of the Diet Building.
 About 100 participants from various citizen's groups, each carrying hand-made signs, rushed to the Diet where the "Conspiracy Bills” are under deliberation in the House of Representatives.
 YAMAZOE Takuya, a lower-house member, said, "The bills have not been submitted to the assembly yet, but the government's anti-terrorism measures are completely illogical and full of inconsistencies. KAITO Yuichi, a lawyer, told that the government repeats a pack of lies and asserts that they have to strengthen counter terrorism ahead of the 2020 Tokyo Olympics. The UN treaty that’s being discussed has nothing to do with anti-terrorism measures. Japan has already ratified every necessary counter terrorism treaty so that we are well prepared. It is a fact that the public are still less concerned about the issue.
 The organizers of the action asked the participants not to let the lower-house members submit the bills to the Diet and also to appeal to the public the danger of its scope being expanded almost without limit.
 Then, the people divided into small groups and visited each member of the lower house to urge them to implement their requests.(M)

話しあうことが罪になる共謀罪はNO!~国会前で声上げる

「秘密保護法」廃止へ!実行委員会が呼びかけた共 謀罪反対の国会前行動が、26
日昼に取り組まれた。参加者は約 100名で、様々な市民団体メンバーが手作りプラ
カードを持って駆 けつけた。集会で山添拓参院議員は、「法律はまだ提出されてい
ないが、前段の国会論戦で政府側のテロ対策の論理が破綻し、矛盾 だらけになって
いる」。海渡雄一弁護士は「政府はウソばかり。い ま言われている国連条約批准と
テロ対策とは関係ない。日本はテ ロに関する国連条約は全て批准していて、テロ対
策は現状で十分で きる」と語った。しかし「市民の関心はまだ低い」(藤沢の会)
のも現実。国会提出をさせないこと、世論に広く危険性を訴えてい くことが課題で
あると、主催者は呼びかけた。参加者はこのあと、 手分けをして各議員に対して
「法案提出をしないよう」要請に取 り組んだ。(M


Kim Jong Jin speaks groundbreaking labor administration of South Korean capital



 
 On Feb. 14, KIM JONG JIN, research fellow of Korean Labor and Society Institute, spoke at a symposium titled, “New challenge of labor policy, labor administration of a city: Seoul,” at Ryukoku University in Kyoto City. Approximately 40 people including researchers, lawyers and union officials participated in the day of lectures and question-and-answer sessions, in which almost whole of Seoul City's revolutionary labor administration was revealed. The participants who heard about it for the first time appeared considerably shocked. Since taking office in October 2011, Park Won Soon, mayor of Seoul, has implemented ordinance one after another, such as direct employment of the non-regular workers in the public sector, converting non-regular status to a permanent one, labor rights advocacy, living wage (a guaranteed living wage that is higher than the minimum wage), emotional labor, and worker management (director) participation. From April this year, a 40-hour work week will be tested out with an aim to implement it in 2020. It will be implemented if concerned labor unions such as Korean Confederation of Trade Unions (KCTU) and Federation of Korean Trade Unions (FKTU) reach an agreement after half a year of discussion. ソウル市の画期的な労働行政を学ぶ~金鐘珍研究委員が来日

2月14日、京都市の龍谷大学で、韓国労働社会研究所金鐘珍(キム・ジョンジン/
写真左)研究委員による「労働政策の新たな挑戦、都市の労働行政:ソウル市」が開
催されました。研究者、弁護士、労組関係者など40人ほどが参加、全一日かけて、講
義とコメント、質疑をじっくりと行い、ソウル市の画期的な労働行政の全容が、ほぼ
明らかにされました。初めて聞く参加者には、相当な衝撃が走ったようです。2011
10月の市長就任以降、公共部門の非正規労働者の直接雇用+無期転換をはじめ、労働
者権利擁護、生活賃金(最賃以上に生活出来る賃金を保障)、感情労働、労働者経営
(理事)参加などの条例を次々と実施、今年4月からは完全週40時間労働制を2020年実
施に向けた試行にも入ります。これに関しては、民主労総、韓国労総など関係労組と
半年かけて協議、合意してのスタートです。(白石孝)
